'The Hero', resting upon his enemies, is being crowned by a winged 'Victory' with a laurel wreath. The other female figure, on the right side of our hero, is most likely Bellona. She is to be recognized by the thunderbolts she's holding and the headdress (a helmet).
What we see is a free and spontaneous touch though accurate hand of the painter.
After Rubens' oil sketch in the Kunsthistorisches Museum of Vienna (with possible alterations of another artist).
The actual masterpiece by Rubens can be found in Kassel (Museumlandschaft Hessen Kassel, Gemäldegalerie Alte Meister) to wich ours is less comparative then the study in Vienna.
