This drawing/study can be stylistically situated around Rubens as well as Van Dyck. 

Another oilpaint-sketch, attributed to Rubens (*) shows a comparable composition but mirrored.

Our drawing seems to be made for (or after) a sculpture, this can be deducted because of the niche Justice is portrayed in. 

In terms of style, it's reminiscent of the known sketchbook in Chatsworth (Devonshire Collection, authorship discussed)
