Lucien Casimir Paillard studied architecture with Georges Debrie et Constant Moyaux, enered the Gine Arts School of Paris in 1898 et took part to the Salon des artistes français in 1899. He received a silver medal and graduated in 1906. He took part to the Rougevin architecture competition in 1906 and 1907 and then made a carrer as an architect in Neuilly, Paris etc.
His paintings are rare. This one, infleunced by his architectural training
is playing with the shadow of the Paris City Hall on the sky in the background. In the front is the renowned flower Market.
